THE NEW YORK STATE LEGISLATURE’S 2025 SESSION IS ADJOURNED
The 2025 state legislative session is now adjourned. The Senate finished up June 12, and the Assembly on June 18.
IBANYS LEGISLATIVE AGENDA & EFFORTS
Overall, the session was a successful one for IBANYS and New York community banks.
Status of some of other key bills IBANYS engaged on and closely monitored:
Significantly, IBANYS once again succeeded on two major objectives. No legislative initiatives to permit credit unions to fully participate in the municipal deposits business. . .or, to establish state or public banking in New York passed the Legislature in 2025.
Here is the status of some of other key bills IBANYS on which was engaged and closely monitoring:
- S1996 Sanders/A7306Vanel – to establish a temporary state commission to conduct a feasibility study on the formation and control of a state public bank – passed the Senate but stalled in the Assembly Banks Committee. https://www.nysenate.gov/legislation/bills/2025/S1996
- A8549A to amend the State Banking Law in relation to spousal and non-spousal joint accounts and convenience accounts (A.8549, Lavine) – did not move in the Assembly and did not gain a Senate sponsor. https://www.nysenate.gov/legislation/bills/2025/A8549/amendment/A
- S8199 Sanders/ A8705 Vanel directing the Department of Financial Services to conduct a study on the Banking Development District program and make recommendations to improve such program passed in the Senate but stalled in the Assembly Ways & Means Committee. https://www.nysenate.gov/legislation/bills/2025/S8199
